EAC / EAEU Market Access
EAC certification for export to the EAEU
EAEU Compliance for Electric Planers
Use the actual model specifications and supply scope. Classification inputs: tool function, input or battery power, accessories, speed and mechanical protection. The procedure depends on the product function, materials, operating parameters, destination and regulatory exclusions. Check the current list and transition rules before choosing a scheme.

Electric Planers: Technical scope and market access
Parameters needed for classification
tool function, input or battery power, accessories, speed and mechanical protection.
Applicable procedure
Mechanized tools, including electric tools, have a certification entry in the presently applicable TR CU 010/2011 Annex 3. Establish that the product is a complete powered tool and document the drive, accessory and intended operation. Electrical accessories, chargers and restricted-substance or EMC requirements need scope-based assessment; a manual lifting device is a different product class.
Documents and supply scope
Prepare the model list, intended-use statement, technical specifications, materials or formulation, design documents, labels and instructions. Select test reports, safety justification or sanitary evidence for the actual product. Distinguish independently supplied components from the complete product and identify the destination country and supply arrangement.
Decision No. 36 of 13 March 2026 mainly took effect on 1 September 2026; the replacement of Annex 3 takes effect on 1 April 2028. Check the presently applicable list and destination-country transition provisions.
Check the regulatory scope, exclusions, product lists and commencement and transition provisions before selecting the conformity form and scheme. HS / TN VED is a classification aid; it does not by itself determine certification, declaration, state registration or a national procedure.

Cost and timeframe
Final cost and duration depend on the applicable regulation, conformity scheme, testing scope, technical documentation, sample requirements and project configuration.
- •Machine type and hazard profile
- •Number of models and configurations
- •Safety-function and testing scope
- •Quality of risk assessment and technical documentation
Documents usually requested
For an initial assessment, manufacturers should normally be ready to provide:
- Machine layout and principal drawings
- Safety/risk assessment
- Operating manual and maintenance instructions
- Drive, control and safety-system description
- Product datasheet and complete model list
- Manufacturer and production-site details
- Proposed HS / TN VED classification (8467)

We can manage the certification cycle from preparation for testing through final issuance, including development or adaptation of most of the technical documentation required for conformity assessment.
Typical EAC conformity assessment process
The assessment identifies the machine type and hazards first, then checks the relevant list position, safety evidence and conformity route.

Frequently asked questions
Why does the exact machine function matter?
Similar HS headings can contain machinery with different legal routes; function and listed product description must match.
Is a risk assessment normally important?
Yes. For machinery it is a core document for identifying hazards and demonstrating how safety measures are implemented.
Which regulatory procedure applies to Electric Planers?
Mechanized tools, including electric tools, have a certification entry in the presently applicable TR CU 010/2011 Annex 3. Establish that the product is a complete powered tool and document the drive, accessory and intended operation. Electrical accessories, chargers and restricted-substance or EMC requirements need scope-based assessment; a manual lifting device is a different product class.
Does the HS / TN VED code alone determine the route?
No. Customs classification is an important input, but the technical product description and the wording of the regulatory lists must be checked together.
