EAEU Compliance for Mine Locomotives

Use the actual model specifications and supply scope. Classification inputs: mine-transport role, propulsion, loads, braking, visibility and hazardous atmosphere. The procedure depends on the product function, materials, operating parameters, destination and regulatory exclusions. Check the current list and transition rules before choosing a scheme.

Mine Locomotives: Technical scope and market access

Parameters needed for classification

mine-transport role, propulsion, loads, braking, visibility and hazardous atmosphere.

Applicable procedure

Match the supplied equipment to its exact mining or mineral-processing function. The currently applicable TR CU 010/2011 certification list contains specified extraction, roadway development, mine transport, drilling, ventilation and dust-control equipment; general crushers, conveyors or process machinery can have declaration entries. Passive pressure components require a TR CU 032/2013 scope check, and intended explosive-atmosphere use requires separate TR CU 012/2011 assessment.

Documents and supply scope

Prepare the model list, intended-use statement, technical specifications, materials or formulation, design documents, labels and instructions. Select test reports, safety justification or sanitary evidence for the actual product. Distinguish independently supplied components from the complete product and identify the destination country and supply arrangement.

Decision No. 36 of 13 March 2026 mainly took effect on 1 September 2026; the replacement of Annex 3 takes effect on 1 April 2028. Check the presently applicable list and destination-country transition provisions.

Check the regulatory scope, exclusions, product lists and commencement and transition provisions before selecting the conformity form and scheme. HS / TN VED is a classification aid; it does not by itself determine certification, declaration, state registration or a national procedure.

What is usually required for this product?

Use the actual model specifications and supply scope. Classification inputs: mine-transport role, propulsion, loads, braking, visibility and hazardous atmosphere.

Which conformity procedure applies?

Match the supplied equipment to its exact mining or mineral-processing function. The currently applicable TR CU 010/2011 certification list contains specified extraction, roadway development, mine transport, drilling, ventilation and dust-control equipment; general crushers, conveyors or process machinery can have declaration entries. Passive pressure components require a TR CU 032/2013 scope check, and intended explosive-atmosphere use requires separate TR CU 012/2011 assessment.

Regulatory scopes to check

The procedure depends on the product function, materials, operating parameters, destination and regulatory exclusions. Check the current list and transition rules before choosing a scheme.

Conformity requirements

Match the supplied equipment to its exact mining or mineral-processing function. The currently applicable TR CU 010/2011 certification list contains specified extraction, roadway development, mine transport, drilling, ventilation and dust-control equipment; general crushers, conveyors or process machinery can have declaration entries. Passive pressure components require a TR CU 032/2013 scope check, and intended explosive-atmosphere use requires separate TR CU 012/2011 assessment.

Cost and timeframe

Final cost and duration depend on the applicable regulation, conformity scheme, testing scope, technical documentation, sample requirements and project configuration.

  • •Machine type and hazard profile
  • •Number of models and configurations
  • •Safety-function and testing scope
  • •Quality of risk assessment and technical documentation

Documents usually requested

For an initial assessment, manufacturers should normally be ready to provide:

  • Machine layout and principal drawings
  • Safety/risk assessment
  • Operating manual and maintenance instructions
  • Drive, control and safety-system description
  • Product datasheet and complete model list
  • Manufacturer and production-site details
  • Proposed HS / TN VED classification (8601, 8602)

Typical EAC conformity assessment process

The assessment identifies the machine type and hazards first, then checks the relevant list position, safety evidence and conformity route.

  1. 01

Identify the product and intended use

  2. 02

Check HS / TN VED and applicable EAEU regulations

  3. 03

    Determine the required conformity route

  4. 04

    Prepare technical and commercial documentation

  5. 05

Arrange samples, testing or production assessment where required

  6. 06

Issue or register the applicable document and confirm the required marking

Frequently asked questions

Why does the exact machine function matter?

Similar HS headings can contain machinery with different legal routes; function and listed product description must match.

Is a risk assessment normally important?

Yes. For machinery it is a core document for identifying hazards and demonstrating how safety measures are implemented.

Which regulatory procedure applies to Mine Locomotives?

Match the supplied equipment to its exact mining or mineral-processing function. The currently applicable TR CU 010/2011 certification list contains specified extraction, roadway development, mine transport, drilling, ventilation and dust-control equipment; general crushers, conveyors or process machinery can have declaration entries. Passive pressure components require a TR CU 032/2013 scope check, and intended explosive-atmosphere use requires separate TR CU 012/2011 assessment.

Does the HS / TN VED code alone determine the route?

No. Customs classification is an important input, but the technical product description and the wording of the regulatory lists must be checked together.

Important: HS / TN VED codes and product names alone do not always determine the legal conformity route. Exact classification must consider product characteristics, intended use and current regulatory lists.
