EAEU Compliance for Pressure Vessels
Pressure vessels are classified under TR CU 032/2013 by operating parameters and equipment category. HS codes 7311 or 8419 alone are not sufficient to determine whether the regulation applies or which conformity route is required.

Pressure Vessels: Technical scope and market access
Parameters needed for classification
working-medium group, pressure, temperature, volume, openings and strength evidence.
Applicable procedure
TR CU 032/2013 applies when the pressure equipment's medium, pressure, volume or diameter and exclusions bring it within scope. Equipment category and the actual supply determine declaration or certification; the rules distinguish categories 1–2 and 3–4 and include special provisions for site-completed assemblies. Assess every pressure chamber and independently supplied element; driven machinery, burners and explosive-atmosphere use can require separate regulatory checks.
Documents and supply scope
Prepare the model list, intended-use statement, technical specifications, materials or formulation, design documents, labels and instructions. Select test reports, safety justification or sanitary evidence for the actual product. Distinguish independently supplied components from the complete product and identify the destination country and supply arrangement.
Decision No. 36 of 13 March 2026 mainly took effect on 1 September 2026; the replacement of Annex 3 takes effect on 1 April 2028. Check the presently applicable list and destination-country transition provisions.
Check the regulatory scope, exclusions, product lists and commencement and transition provisions before selecting the conformity form and scheme. HS / TN VED is a classification aid; it does not by itself determine certification, declaration, state registration or a national procedure.

Commencement and transition
Confirm the applicable commencement and transition provisions for the destination country and the shipment date. An adopted regulation and a regulation in force are different stages.
The procedure depends on the product function, materials, operating parameters, destination and regulatory exclusions. Check the current list and transition rules before choosing a scheme.
What is usually required for this product?
We assess working pressure, vessel volume, design temperature, working medium, fluid group and intended service. These parameters determine whether the vessel is within scope and, if so, its pressure-equipment category.
Which conformity procedure applies?
Depending on the resulting TR CU 032/2013 category, conformity may involve declaration or certification. The route must therefore be calculated from the vessel parameters rather than inferred from the product name.

Items requiring exact verification
- TR CU 032/2013
A vessel is assessed under TR CU 032/2013 only when it falls within the regulation's scope and thresholds. Working pressure, volume, medium and fluid group must be established; conformity may involve declaration or certification depending on the resulting category.
Cost and timeframe
Final cost and duration depend on the applicable regulation, conformity scheme, testing scope, technical documentation, sample requirements and project configuration.
- •Pressure, volume and temperature
- •Working medium and fluid group
- •Equipment category and conformity scheme
- •Design calculations, drawings and testing scope
Documents usually requested
For an initial assessment, manufacturers should normally be ready to provide:
- Vessel datasheet and technical passport
- Design/working pressure and temperature
- Volume and working medium
- Fluid group
- General arrangement and pressure-part drawings
- Design calculations and material specifications, if available

Large CO₂ production line certification project
A multi-stage industrial certification project lasting about two years and covering a large list of equipment within a CO₂ production line.
A large equipment scope required coordinated conformity assessment, technical documentation and work across multiple certification tasks rather than a single standard document.
Typical EAC conformity assessment process
The project starts with pressure-equipment categorization, followed by confirmation of the applicable conformity scheme and the required technical evidence.

Frequently asked questions
Are all pressure vessels subject to TR CU 032/2013?
No. The vessel must meet the regulation's scope and threshold conditions.
Can the route be determined from volume alone?
No. Pressure, volume, medium, fluid group and other parameters must be assessed together.
Why are design calculations requested?
They may form part of the technical evidence needed to demonstrate pressure-equipment safety.
What is needed for preliminary classification?
Provide pressure, temperature, volume, medium, fluid group, drawings and the technical passport/datasheet.
