EAEU Compliance for Industrial Valves
Industrial valves under HS 8481 require parameter-based assessment when pressure-equipment rules may apply. Pressure, nominal diameter, medium and fluid group are critical for determining the TR CU 032/2013 category.

Industrial Valves: Technical scope and market access
Parameters needed for classification
medium, allowable pressure and temperature, nominal diameter, body materials and valve function.
Applicable procedure
TR CU 032/2013 applies when the pressure equipment's medium, pressure, volume or diameter and exclusions bring it within scope. Equipment category and the actual supply determine declaration or certification; the rules distinguish categories 1–2 and 3–4 and include special provisions for site-completed assemblies. Assess every pressure chamber and independently supplied element; driven machinery, burners and explosive-atmosphere use can require separate regulatory checks.
Documents and supply scope
Prepare the model list, intended-use statement, technical specifications, materials or formulation, design documents, labels and instructions. Select test reports, safety justification or sanitary evidence for the actual product. Distinguish independently supplied components from the complete product and identify the destination country and supply arrangement.
Decision No. 36 of 13 March 2026 mainly took effect on 1 September 2026; the replacement of Annex 3 takes effect on 1 April 2028. Check the presently applicable list and destination-country transition provisions.
Check the regulatory scope, exclusions, product lists and commencement and transition provisions before selecting the conformity form and scheme. HS / TN VED is a classification aid; it does not by itself determine certification, declaration, state registration or a national procedure.

Commencement and transition
Confirm the applicable commencement and transition provisions for the destination country and the shipment date. An adopted regulation and a regulation in force are different stages.
The procedure depends on the product function, materials, operating parameters, destination and regulatory exclusions. Check the current list and transition rules before choosing a scheme.
What is usually required for this product?
A valve cannot be classified for EAC purposes from its customs heading alone. We check maximum allowable working pressure, DN, working medium, fluid group, intended installation and whether the product falls within the pressure-equipment scope.
Which conformity procedure applies?
For pressure equipment, the resulting equipment category drives the conformity procedure. Until the valve parameters are known, publishing one universal certificate/declaration route would be misleading.
Regulatory scopes to check
The procedure depends on the product function, materials, operating parameters, destination and regulatory exclusions. Check the current list and transition rules before choosing a scheme.

Items requiring exact verification
- TR CU 032/2013
Pressure-equipment applicability cannot be determined from HS heading 8481 alone. Classification depends on equipment parameters including maximum allowable working pressure, nominal diameter, working medium and fluid group; the resulting equipment category determines the conformity route.
Cost and timeframe
Final cost and duration depend on the applicable regulation, conformity scheme, testing scope, technical documentation, sample requirements and project configuration.
- •Maximum allowable pressure and DN
- •Working medium and fluid group
- •Valve family and material variants
- •Pressure testing and technical-file scope
Documents usually requested
For an initial assessment, manufacturers should normally be ready to provide:
- Valve datasheet and model code
- Maximum allowable working pressure
- Nominal diameter (DN)
- Working medium and fluid group
- Materials and design standard
- Drawings, passport/manual and proposed TN VED code

Typical EAC conformity assessment process
The conformity assessment begins with TR CU 032/2013 parameter classification; only then can the equipment category and conformity scheme be selected.

Frequently asked questions
Is every industrial valve covered by TR CU 032/2013?
No. Applicability depends on scope and technical parameters, not simply on HS 8481.
Why are pressure and DN required?
They are key inputs for determining the pressure-equipment category under the regulation.
Does the working medium matter?
Yes. The medium and fluid group affect classification and therefore the conformity route.
What should I send first?
Send the valve datasheet, pressure, DN, medium, materials, drawing and model range.

Need an exact route for this product?
Send the product description, datasheet/manual and proposed HS / TN VED code. We will review the likely EAEU requirements and identify what is still needed for an exact quotation.
